The number of locally confirmed COVID-19 infections in China has exceeded 10,000 for three consecutive days. The government recently issued 20 measures to optimize disease prevention but prohibited arbitrary static management. Under static management, people are not allowed to leave home and must return immediately after completing nucleic acid tests. However, for seven days there were reports of static management in many parts of Chongqing. Since the government did not officially announce the management and the related news was only spread on Weibo, a local citizen mocked, “Chongqing citizen spontaneously applies static management for 7 days.” Currently, Weibo has blocked the hot search function for this topic.
According to Vision Times, a Chongqing resident said that as of November 13, local people had not seen any official document or their residential area management announcing the adoption of “static management”. However, they have noticed that some residences were in the state of being “half-convinced half requested to volunteer” to apply static management, which is expected to last 7 days from the 12th.
According to the report, local neighborhoods have different COVID policies. Nonetheless, because the pandemic in the area where this resident lives is not serious, there are no confirmed cases of infection, each household will be issued a “Go Out Permit,” provided that a negative nucleic acid certificate is obtained within 24 hours. However, if the spread of the virus in the area becomes severe, people may not be allowed to go out.
Currently, the news that Chongqing suddenly managed to remain static for 7 days without an official dispatch has caused heated discussions on Weibo. Vision Times reported that many Chongqing citizens mocked themselves as “spontaneous closures.”
A netizen also wrote humorous taunts, “Chongqing city says that each district is quarantining on its own, the district says that each street is quarantining on its own. The street says that each residence is quarantining on his own. The residence management explains that because the house owners don’t want to go out, so they set up barricades themselves. The homeowners confirmed that they actually block themselves by setting up the corrugated iron sheet!”
Up to now, the popular keyword “Chongqing City manages spontaneous static for 7 days” has been deleted by the Weibo network administrator, and all related topics have been blocked.
According to Sina, starting on November 13, 17 stations on the Chongqing railway will be closed.
In addition, it was reported that on November 12, a pregnant woman in Chongqing had a miscarriage because of a four-hour delay getting to the hospital, the residential area blocked her from going out. Online video shows that, after the incident, this woman was crying and screaming “my baby is gone.” The government also said on November 13 that it would launch an investigation.
Xinhua News Agency reported on November 11 that the State Council General Department of Pandemic Prevention and Control announced 20 measures to optimize COVID-19 response, including easing dome measures. According to the new regulations, the measure of “7-day concentrated quarantine + 3-day home quarantine” for close contacts of COVID-19 patients has been reduced to “5-day concentrated quarantine + 3-day home quarantine”; no longer apply pandemic measures for “indirect contact”; the “high, medium and low” risk areas have been reduced two categories “high and low”; the “7-day concentrated quarantine” for people in high-risk areas has been changed to “7-day home quarantine.”
The document also emphasizes that it strictly forbids the arbitrary closing of schools, production, and roads without approval. It also forbids the arbitrary adoption of static management, prolonged lockdowns, suspension of medical examinations and treatment and acts of increasing code (health code, pass code).
